Active ADL Working Groups

The ADL Initiative runs and/or participates in several active working groups. For more nascent capabilities (such as the TLA) or for working groups aimed at supporting the Defense ADL community (such as the Competencies and Credentialing group), the ADL Initiative will often take the lead in organizing the community of practice. As capabilities mature, the program strives to transition working group to other organizations, such as professional societies or other government agencies.

Professional Societies and Standards Bodies

The ADL Initiative also belongs to or otherwise actively participates with various professional societies and related standards/specifications organizations.

Institute of Electrical and Electronics Engineers (IEEE) Learning Technology Standards Committee (LTSC)

For 25 years, the IEEE LTSC has brought technical expertise and international perspectives to bear on market issues caused by systems that fail to interoperate. In the past, the LTSC played an important part in helping ADL to create the internationally adopted SCORM® standard for elearning content. The LTSC develops internationally accredited technical standards, recommended practices, and guidelines for learning technology. ADL is a voting member of the IEEE LTSC and also contributes to several working groups focused on learning technology standards.

IMS Global Learning Consortium

IMS Global Learning Consortium (IMS Global/IMS) is a nonprofit, member organization that strives to enable the adoption and impact of innovative learning technologies. Originally established in 1995 as a project (the Instructional Management System project) within the National Learning Infrastructure Initiative of EDUCAUSE, IMS Global subsequently spun out of EDUCAUSE in 1999 to become an independent organization. While IMS initially focused on higher education, the specifications published to date, as well as other IMS ongoing projects, address requirements in a wide range of learning contexts, including K-12 schools and corporate and government training. Several IMS specifications were used to develop ADL's SCORM® specification. IMS Global also partners with other standards-setting groups and government bodies around the world. ADL participates in various aspects of the IMS work, from standards creation to adoption of learning technology innovation to large-scale deployment of technology to achieve learning. In 2016, both ADL and IMS expressed a renewed interest to work together and collaborate on learning technology standards and research areas of mutual interest. As a result, ADL joined the IMS as a contributing member and has access to all IMS published standards in their membership-based website. Beginning in 2016, ADL and IMS are investigating whether convergence or alignment of ADL's xAPI and IMS Caliper is possible.

ISO/IEC JTC 1/SC 36 Information Technology for Learning, Education and Training

ISO SC36 is a standardization subcommittee (SC), which is part of the Joint Technical Committee ISO/IEC JTC 1 of the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC), that develops and facilitates standards within the field of information technology (IT) for learning, education and training (LET). ISO/IEC JTC 1/SC 36 was established in 1999 and collaborates with other standards groups including IMS and IEEE. The ISO SC36 group collaborates with ADL and officially published SCORM® 2004 4th Edition as a formal ISO technical report in 2009. ADL is an observing member of ISO SC36 and has access to all published standards through their membership-based website.
